As the scent of salt and gunpowder blends with the calm Mediterranean breeze, the sea that has swallowed countless sailors once again whispers of an approaching storm to the battered shores of Algiers. After long years of fragile truces hanging by a thread and treaties left unkept, with the echoes of the First Barbary War still ringing in the distance, the newly rising power on the world stage, the United States of America, has grown weary of paying tribute to the Barbary corsairs. Now, with sails swollen by wrath and cannons thirsting for revenge, it returns, ready to dye the waters of the Mediterranean in blood once more.

Dear delegates, welcome to the year 1815, when peace was nothing more than a word carried by the waves. In this joint crisis committee, where you will relive the blood and sea-soaked struggle between the Barbary corsairs and the American fleets, you had better tighten your eye patches and polish your wooden legs, because you are going to need them. Will the American fleet reclaim its honour and end piracy once and for all, or will the crescent of Algiers once again prove that empires may crumble but sovereignty never kneels?
